4. Create fy27 mand/discret spending records
5. Create Social Security detail records for 1937-61
6. Create fy27 revenue records
7. Create fy27 debt records
8. Create fy27 gdp records budgeted only)

Now other borrowing, etc.

2. FRB Agency Debt from 1945

Now go and update state GDP projections and then do state "guesstimating."
