This process is designed to create a hist data for state taxes for 2023 using quarterly data.
It picks up tax data for 2023 from USCB data. Then it estimates taxes for local gov, assuming that percent change is same as state.
Then it projects guesstimated state and local data out to final year.

2. Load state and local intergov
3. Insert CMS Medicaid data for 2023

Before projecting, check that state gdp has updated to max year and $fedFy = latest federal budget.
